The National REDD+ Strategy

The Brazilian Strategy for REDD+

On 2 December 2015, the Brazilian Ministry of the Environment, through Ordinance No. 370, established the National REDD+ Strategy (ENREDD+, in Portuguese). Its overall objective is to contribute to climate change mitigation by eliminating illegal deforestation, promoting conservation and restoration of forest ecosystems and fostering a low-carbon and sustainable forest economy, delivering environmental, social and economic benefits. The strategy also has three specific objectives: 1. to improve the monitoring and impact assessment of public policies for REDD+, in order to maximize their contribution to global climate change mitigation, observing the Cancun safeguards; 2. to integrate the management structures of the National Climate Change Plan and the Action Plans for the Prevention and Control of Deforestation in the biomes, seeking to promote consistency and synergies among climate, biodiversity and forest related policies at the federal, state and municipal levels; 3. to contribute to the mobilization of international resources at a scale that is compatible with the voluntary national commitments to mitigate greenhouse gas emissions in the Brazilian biomes by 2020, as established by the National Climate Change Policy. The implementation of  the ENREDD+ will be conducted by the National REDD+ Committee (CONAREDD+, in Portuguese), which was established by the Federal Decree No. 8.576 (Decreto nº 8.576, de 26 de novembro de 2015). The Committee will receive supported from different Thematic Advisory Boards (CCTs, in Portuguese), composed of specialists from the civil society and public and private sector entities. The CCTs will function as spaces for high-level debates and collective construction of inputs for the CONAREDD+. The CONAREDD+ will also be responsible for reviewing the ENREDD+ on a regular basis, ensuring that its content is always up to date with the latest developments in REDD+.
