Leticia Guimaraes, from the Ministry of the Environment, highlighted Brazil's pioneering position in the implementation of the Warsaw Framework for REDD + and presented the process to set up Brazil's governance structure for REDD+, with the establishment of the National REDD+ Committee and its Thematic Advisory Boards. She pointed out that REDD+ is considered a means of implementation of Brazil's Nationally Determined Contribution to the Paris Agreement, which also includes South-South cooperation in forest and climate change related issues, particularly with Portuguese speaking countries. She also noted that Brazil is currently preparing a forest reference emission level for deforestation in the Cerrado to be submitted to the UNFCCC by January 2017, in the next step towards implementing REDD+ at the national scale.
Ademir Stroski, Amazonas state’s Secretary of Environment, spoke about the engagement and the contribution of the Amazonian states in combating deforestation and in the National REDD+ Committee, stressing that in order to further reduce emissions from deforestation additional financial resources are needed.
Carlos Rittl, executive secretary of the Climate Observatory and civil society representative in the National REDD+ Committee, made comments on the lack of resources to combat deforestation and the need for full implementation of REDD+ at the national and international levels.
Juliana Santhiago, from the Brazilian Development Bank (BNDES for the acronym in Portuguese), made a presentation on the Amazon Fund, Brazil's REDD+ fund, and its main action lines. Besides the portfolio of projects focused in the Amazon, she also presented the possibilities for providing support to projects in other Brazilian biomes and other tropical countries.
