State Legislation
Coordination between the Ministry of Environment and the states
Eighteen Brazilian states have climate change or environmental services policies and/or laws that include REDD+. The Ministry of Environment has also conducted studies to identify challenges in harmonizing state and national level legislation.
Eight Amazonian states already have state action plans to combat deforestation (links above). Most state systems use positive incentives, such as lower taxes and payments in exchange for environmental services.
REDD+ in the Amazonian states: Mapping of Initiatives and Challenges to the Integration with the National Strategy for REDD+
State projects supported by the Amazon Fund
All states from the Legal Amazon region have projects in the Amazon Fund portfolio. Currently, almost 60% of the resources from the Amazon Fund are allocated to state projects. Out of a total of 58 projects in the Fund´s pipeline, 19 have been proposed by state governments and 9 by municipalities.
From September through December 2012, a task force with representatives from the Amazonian states coordinated by the Chief of Staff of the Presidency and with the participation of the various Ministries responsible for the development of the National REDD+ Strategy gathered in a systematic way to discuss a structured work plan (issues of funding, monitoring, quantification of carbon). States from the Amazon and other biomes will continue to play a key role for the implementation of the National REDD+ Strategy.
