The Action Plan for the Prevention and Control of Deforestation in the Legal Amazon (PPCDAm), launched in 2004, aims to reduce deforestation rates continuously and to bring about the conditions for a transition towards a sustainable development model in the region.

 

A major challenge faced by the plan early on was that of internalizing the concern with deforestation in a diverse set of sectoral policies. The perception that the environmental institutions could not fight deforestation in isolation, due its complexity and crosscutting nature, lead to the coordinated approach chosen, with the engagement of several bodies and actors within the federal government and beyond.

 

The PPCDAm has been structured to address the causes of deforestation with a crosscutting, coordinated and intensive approach. There are three thematic axis to guide government actions:

 

i) Land Tenure and Territorial Planning;

ii) Environmental Monitoring and Control; and

iii) Fostering Sustainable Production.

 

Over the first 3 phases of implementation (1st phase: 2004 to 2008; 2nd: 2009 to 2011 and 3rd: 2012 to 2015) the plan helped to produce a series of results that enabled the sharp reduction in the Amazon deforestation rate. The success in reducing deforestation in the Amazon rainforest, an invaluable region both for the planet's climate and biodiversity, attracted the attention of the international community and led the Brazilian efforts to become a reference in reducing greenhouse gas emissions (GHGs) from deforestation.
