Brazil advances in fundraising REDD+ resources from Green Climate Fund
Brazil submits its REDD+ funding proposal to the GCF, another milestone in its implementation of REDD+
The Brazilian government, in partnership with the United Nations Development Program (UNDP), is making progress in the Green Climate Fund (GCF) Pilot Programme for REDD+ Results Based Payments. The Ministry of Environment (MMA), as the focal point for REDD+ in Brazil, has coordinated the process to meet the documentation requirements set by the GCF and to apply for funding under the Pilot Programme. In April 2018, the MMA completed a selection process that identified UNDP as the most suitable entity accredited by the GCF to pursue the objectives and planning for the proposal.
Since then, MMA and UNDP have been working in partnership to prepare the documents. In July 2018, the Concept Note for the Funding Proposal was presented, which demonstrates Brazil's compliance with the requirements of the Warsaw Framework for REDD+ and its interest in preparing a funding proposal. In August 2018, the Brazil's proposal was submitted. That includes, besides the description of how Brazil achieved the REDD+ results it is seeking payment for, the guidelines for the use of the funds to be received, implementation aspects and arrangements, and a strategy to refine project design based on dialogue with the various stakeholders and potential beneficiaries.
Since the launch of the GCF Pilot Programme in October 2017, the MMA has been promoting dialogue with various actors in different discussion forums: including CONAREDD+; representatives of the states of the Legal Amazon; other ministries; instances of governance under the National Policy of Territorial and Environmental Management of Indigenous Lands (PNGATI); among others. These process will continue with the aim of establishing partnerships, enhancing participation and promoting engagement from various sectors of society, especially throughout the process of refining and detailing how the resources ought to be applied.
